Dr. Bernd Blobel studied Mathematics, Technical Cybernetics and Electronics, Bio-Cybernetics, Physics, Medicine and Informatics at the University of Magdeburg and other universities in the former GDR. He received his PhD in Physics with a neurophysiological study. Furthermore, he performed the Habilitation (qualification as university professor) in Medicine and Informatics. He was Head of the Institute for Biometrics and Medical Informatics at the University of Magdeburg, and thereafter Head of the Health Telematics Project Group at the Fraunhofer IIS in Erlangen. Thereafter, he acted until his retirement as Head of the German National eHealth Competence Center at the University of Regensburg as well as Head of the globally unique International Interdisciplinary PhD and PostDoc College. He was and is still leadingly involved in many countries health digitalization as well as electronic health record strategy. He published more than 600 papers, published/edited many books and supervised a big number of PhD students from all around the world. He was German Representative to many SDOs such as HL7, ISO, CEN, OMG, IEEE, ASTM, SNOMED, etc., also chairing the national mirror groups. Furthermore, he still engaged in international higher education. He is Fellow of several international academies.

He holds a Ph.D. in Computer Science from the University of Manchester, England, and pursued doctoral studies in Education at the Université de Montréal, Canada. He also earned a B.Sc. in Biology from the Faculty of Sciences at the National Autonomous University of Mexico (UNAM). Additionally, he is certified in College Teaching by the University of Arizona, USA.
Since 1981, he has been a faculty member at the Health Care Department of the Universidad Autónoma Metropolitana (UAM), Xochimilco Campus, Mexico, and has served as a pedagogical advisor in the Coordination of Continuing Education. He was a consultant in e-learning and information system implementation for Toronto Advance Professional Education (TAPE) and Excellera International, Inc., Canada, from July 2003 to December 2012. Online tutor for the Lesley University Technology in Education Online Master's Program in Boston, MA, from 2005 to 2011. His research experience includes a doctoral fellowship at the Resource Centre for Academic Technology and the Education Innovation Laboratory (Faculty of Medicine) at the University of Toronto, from 2001 to 2003. Invited professor at the Faculté des sciences de l'éducation, Université de Montréal, from 2004 to 2005, and a visiting professor at Information and Technology Services, University of Toronto, from 2018 to 2020. Member of the Editorial Committee of the Revista de Educación Bioquímica (REB) from 2002 to 2013 and participated as an academic network member of PlagiarismAdvice.org. Speaker at more than 120 national and international specialized events on computing, education, and educational technology. He has delivered over 60 keynote lectures at congresses and seminars and has published 68 works, including specialized articles, editorials, book chapters, conference proceedings, and books.
